The State Duma of the Russian Federation will not introduce criminal and administrative liability for working with digital instruments. This was told by the head of the financial market committee Anatoly Aksakov.
He noted that the final reading of the national law “On digital currency” may take place tomorrow, and the normative act itself should come into force as early as January 1 next year. He, in particular, deciphers the very definition of “digital currency”, “mining” and “token”, denotes the necessary functions for platforms that release such tools. Regulation of digital assets will be carried out in a separate bill, which will be adopted in the fall session.
So, digital currency is an encrypted code or a set of information expressed in digital form, which are contained in a specialized system. Such instruments can be used to make payments or save finances, but they are not an international or monetary unit of a foreign state or Russia, explained Anatoly Aksakov.
